No discussion with Russia is because... the US “has so far failed to secure Ukraine’s consent.”

Putin further states, as is quoted

**&quot;“We’re ready for peace negotiations and a peaceful resolution of problems. But this requires a substantive discussion of all the details of the proposed plan,&quot;** he said.

This is what Putin has always said- we want peaceful negotiations and resolution of the issues, but, we need details
