**South Africa’s government said Tuesday it had lodged an “urgent request” with the U.N.’s International Court of Justice to consider whether Israel’s military operations [targeting the southern Gaza city of Rafah](https://apnews.com/article/israel-hamas-war-news-02-11-2014-785309c668e15728c6aac9905f290b4d) are a breach of provisional orders the court handed down last month in a [case alleging genocide](https://apnews.com/article/israel-gaza-genocide-court-south-africa-27cf84e16082cde798395a95e9143c06).**

South Africa said it asked the court to weigh whether Israel’s strikes on Rafah, and its intention to launch [a ground offensive](https://apnews.com/article/israel-hamas-war-news-02-10-2024-2d80dc890a5030757e2ae76684fa75da) on the city where 1.4 million Palestinians have sought shelter, breaches both the [U.N. Genocide Convention](https://apnews.com/article/genocide-explainer-israel-hamas-africa-court-7b74e7a1fdf4512e44a42066581fa587) and preliminary orders handed down by the court last month in [a case accusing Israel of genocide.](https://apnews.com/article/world-court-israel-genocide-gaza-south-africa-774ab3c3d57fd7bcc627602eaf47fd98)

South Africa’s government said in a statement that Rafah was “the last refuge for surviving people in Gaza.” It asked [the top U.N. court](https://apnews.com/hub/international-court-of-justice) to consider using its powers to issue additional [preliminary orders](https://apnews.com/article/icj-ruling-israel-gaza-genocide-3fa0908d995cc104e8ab4674f5ee75cc) telling Israel to halt the deaths and destruction there.
