**Embraer Legacy 600 *good safety record* is not known to me. So I can’t verify if this is correct or simply spin to cast shade on the Russian investigation.**

> According to the Montreal-based United Nations International Civil Aviation Organization (ICAO), **the flight from Moscow with a destination of St Petersburg was domestic, so it is not subject to international rules known throughout the industry by their legal name “Annex 13.”**

**A report of this nature is entirely designed to cast Russia and it’s investigation in a negative light. It’s a domestic flight. It’s not subject to international rules. So, why, is normal preceding presented as something newsworthy? Other than for perception managing manipulation.**
