No – supposedly its under their jurisdiction but they have either not actively controlled it or have controlled it such a way as to allow the level to rise well above normal. From the same site you can see the level in the upstream lake has been maintained without anomaly.

Some of the early reports said there was no explosion and that the dam had failed due to high water level and repeated shelling. So why the high water level, unless you want to make the situation worse? Looks suspicious to me, but then I’m an old cynic.

I understand Ukraine had a super rainy spring? More than usual? Less than usual? I don’t know. But there appeared to be a lot of rain, more than usual, because at one time the Ukrainians actually claimed Russia was the reason for the excess rain?
I’m not up on weather modification to even know if this is possible over an extended period of time. (cloud seeding)

I do my best with what I know and in this case it’s easy enough to conclude repeated attacks on the dam could have weakened the structure enough for it to simply fail.

So the dam is in Russian control, from Dec’21 to Feb’22 there was a noticeable lowering of water level then from Feb’22 to date the level was made (by whom?) to increase to 2m above normal.

Have the Russians had the sluice gates fully open for months to try and control the level and the system has been over loaded or have they allowed the level to rise above normal and if so why?

Being an old cynic I tend to think we are seeing the old good cop / bad cop routine.

Yes, it’s entirely possible that this dam simply failed- due to the endless Ukraine shelling and they’ve admitted they had lobbed missiles etc at it.

Then there is the possibility it was a desperate move by Ukraine.
And your thought is very prescient
